| Only bid on Milennium City Center project incomplete |

The only bid received in the Podgorica Millennium City Center project tender is incomplete. The bid came from the domestic investment firm HLT. Local media reports from Podgorica state that HLT’s bid failed to disclose tax information. The reports also state the HLT did not provide information on the progress of a similar project the company is involved in. Lastly, HLT’s bid did not include a bank guarantee. Representatives of HLT declined to comment on why their bid did not meet the prerequisites asked for in the tender. The Manager of the City of Podgorica, Pavle Radulović, said that the Tender Commission would give its opinion on the bid in 30 days, at the latest. For a square meter of multimedia centre HLT offered 1,980 euros, 1,200 euros for a square meter of hotel land, 1,150 euros for a square meter for office space and 905.2 euros for a square meter of land for a mall. Last week the Montenegro Times reported that the Hungarian company TriGranit had decided to not submit a bid on the project, after initially expressing interest. George Bobvos, TriGranit’s Director for Montenegro and Serbia, said his company was not pleased with terms of the tender. Bobvos specifically stated that the price of land was too high, adding that the tender was asking four times as much per square meter as a similar project in Ljubljana, Slovenia. “With such a high land price, the rental fees would have to be two or three times higher than usual, which is quite unrealistic,” said Bobvos. Radulovic could not say whether or when the Municipality would call a new tender for this project, but he confirmed there would not be any revision of the price of land.
